I just Googled it and it's "The Legend of Billie Jean" - the actress was named Yeardley Smith and she does do the voice of Lisa Simpson

I was cringing at some of the lines coming out of the Penguin's mouth- 'I'm gonna show her my french flipper trick.' was one of them- I'm not a prude, but this was alittle over-the-top for little kids to hear. Devito was truly creepy in this role!

Truly creepy and perfect. That movie wasn't made for little kids. Taming it down for them would have ruined it. I loved Devito, to this day, his image makes my skin crawl.
