Just like other people had dreams of things to come (the Halloween in fire images, the pink stars falling in lines), I think he had his own version of those. He interpreted them as messages from God. Once he got that idea, he would not let go of it.
I was actually rather interested to know who was speaking to Horace the Corgi.
Agree with this sentiment, I think he heard what he either needed or wanted to hear based on his own desires. Also, his character was written to seem wildly unstable and so I think it's possible he could've been a schizophrenic although not diagnosed.
