If brain is descended down

From ancient mystical teaching I got to know about the Supernal Man who has wonderful inner powers through one specific brain peculiarity. Part of his brain (left cerebral hemisphere) is descended down. And I would like to know is it possible really for an ordinary alive man to live with such unusual brain? Are known cases?
