I think the previous adminsistration is what SK had in mind. But the story is not only about Big Jim's abuses but the way people act in a crisis too. The people allowed Big Jim to do what he did because of fear. I think you can compare that to "The Patriot Act" getting slammed through without anyone in congress reading it before they voted for it.

Exactly. Fear can make people give up freedoms. But, as Ben Franklin said: They who can give up essential liberty to obtain a little temporary safety, deserve neither liberty nor safety.
