Help identifying a story title

hi fellow Constant Readers

I need a bit of help. I read a story many many many years ago and I would like help identifying it if anyone knows of it. It involved a chamber in which time was distorted so that a minute in the chamber/bunker was much longer outside (like a day, week etc). I also remember that the protagonist had a twin brother and was determined to be older than his twin so he spent some time in the chamber. I realize this is not much to go on, but its probably been 15 years or longer since I read the story so that's all I've got. Any ideas?

no. it is by someone else, and I'm not sure if it is even well known, its just been bugging me..
