I am pretty new to reading Stephen King Novels, but I have yet to be really creeped out.The Libary Policeman almost had me, but just did not do it. Does anyone have suggestions?

It's hard to say without knowing what you've read already. I would hazard that Pet Sematary or It should creep you out. If that doesn't do it I don't know what will.
Pet Semetary or It as stated by sam peebles. Also, you might try Salem's Lot. If those don't work, you might be in the wrong genre.
Also, try the short story N.

As mentioned above, Pet Sematary (or however it's spelled), is a pretty damn creepy novel. For sheer emotional impact, though, I think I'd go for Carrie . . . I guess because of the way bullying is treated in that novel. A lot of people I know have claimed to have gotten scared while reading The Shining as well, so that might be a good one if you want to get scared. Finally, King's recent Duma Key has some fairly weird, creepy, eerie moments, and is also one of his better novels, at least in my estimation. So I guess those would be my suggestions for creepy King. It might help if we knew some other non-King works that weird out the mindfungus (cool screen name, btw). Surely somebody could point you to a Stephen King work that bears similarities to other works that you consider scary. Have a great day!
IT was for me, but not just because of the clown. It was really the towns folks and how they'd always kinda go nuts from time to time and not really realize how terrible they were acting....creepy
SALEM'S LOT or THE SHINING (Danny in that tunnel gets me every time).
That is a difficult question to answer. Mostly it would depend on your mind set, I think. Cujo is pretty spooky, just because it could really happen. Misery had me looking over my shoulder for a while.
Do what a lot of us here on the board have done. Read 'em all, then decide.
It and Pet Semetary were the two that still haunt me when I walk home late at night, but there are of course many others.
