Well, maybe "racist" isn't the right word.
"Elitist," maybe?
The imagery of the gypsies being rootless and always "moved along;" the townies wherever they go taking what they need from then and then ushering them on down the highway. "Here's your hat. What's your hurry?" People trying to exact revenge upon them whenever they felt they'd been "cheated." I don't know how you can read all that and not see bigotry. Accepting responsibility for one's actions is certainly the central theme, but this story has bigotry bulging out of its every seam.
Either that, or I am entirely wrong.
