You know, I never even thought about it. I think it's just a phrase that IT likes to throw around to freak people out. Pennywise is not above saying something just to hear the sound of it's own voice.
Pennywise lives in the sewer, which involves water--floating.
When you're dead, your body floats..So in other words, 'We're all dead down here'. Atleast, that's what I think.![]()

Pennywise wants to entice that way.
As someone else already posted...the dead eventually float, and the always dead therefore...always float.

**********************************Well, this is a spoiler for those who haven't read the book***********highlight-->>>>>>****It's to do with the 'deadlights', a large plot point towards the end of the novel. In the movie you see them briefly on the spiders belly, but it doesn't really get into it. 'It' is older than the universe and not physical in the same way as us. The creature doesn't kill and eat children for food it traps their consciousness/soul in a disembodied state inside of 'It' where they just 'float' around. Pennywise gets a good laugh out of little Georgie asking 'Do they float?', as he's after another floater himself. Well as i'm spoilin' already, I wanna mention how Ritchie is the true hero of the book . In the movie he's just an annoying sidekick character, in the book though he enters the deadlights after everyones taken and defeats 'it' in a final battle of wills breaking something within it and allowing it to be kiled. Everyone seems to forget this, like they have 'Derry'-itis. Although Bill is the leader and has the courage not to fear IT only Richie is man enough to laugh in the face of the deadlights
The dead float and when you join them you too will float, forever. We all float down here and hence -we're all dead down here.
