Actually, no. I've seen this attributed to several "founding fathers" as well as respected historians from other cultures, but the first actual appearance of this (or similar) quote was in the mid-20th century. In some cases it wouldn't really matter who said something, but in this case, attributing this sentiment to some of our most universally respected statesmen lends it a gravitas, a finality, an air of inevitability that it simply does not deserve.
