I googled what you are describing, and there were a lot of listings for the Department of Justice scam. There also seem to be youtube videos describing techiques to get rid of the virus, although it sounds like a tough one to beat. Scary to have this stuff out there.
Saw a really creepy story yesterday about someone who had a baby video monitor. One day he goes up to his kids room and hears someone talking to her through the monitor and directing the video camera to scan around her room. Apparently someone hacked into it and was hanging out with his kid.
Holy cow! Now that is pretty creepy - that gave me shudders. My friend said they could hear their neighbours talking through their baby monitor (all innocent of course, not on purpose). I guess how it worked back then (in the 90s anyway) was there was a unit in the baby's room and then a receiver in the parent's room.
Hers just recorded sound only. I did not know they had them with cameras now!

Reports that a Scottish teenager took his own life after becoming the victim of an alleged Internet blackmail scam have heightened concerns in Britain over online abuse.
Daniel Perry, from Dunfermline, was reportedly the victim of blackmailers who recorded his interactions via Skype with a person he believed was an American girl his own age.
They then threatened to show his family the footage unless he paid up, UK media reports say. Instead, the 17-year-old jumped from a bridge last month.
