It's a hard one. The school rule says no cleavage showing and to have midriff and lower back covered. She had cleavage showing and was asked to cover up, however, the article also states that other (smaller) girls wearing dresses of a similar cut were not asked to do the same. So yes, I think she was discriminated against in this instance.
I'm not a very large woman (in either stature or... back off, Jack! ) Would I wear a dress showing as much skin were I larger? Probably not, but then I doubt I would wear one like this being the size that I am either... I'm more of a jeans and t.shirt kind of girl. I wouldn't however, criticise someone for wanting to show a bit of skin either-personally I think she looked lovely.
So long as all of the students are having to follow the same rules, no problem. (IMO)
