I would like to know about the language of the Children of Roderick.

The Rod that Roland meets in Maine , Chevin , says the words ::

"Anro con fa; sey-sey desene fanno billet cobair can. I Chevin devar dan do. Because I felt sorry for dem. Can-toi, can tah, can Didscordia, aven lacam mah can. May-mi Iffin lah vainen eth-"

Roland kills him before he finishes his thoughts.

This seems like Part High speech , part English and part something else (the language of Rod's). Has anyone ever translated even part of it ? , can anyone put together the high speech a little ? ...make a good guess as to what he
was trying to tell Roland? is there a popular theory ? I thought the words 'can' was our word: "The" , but now I think not.
I am reading all this in R.Furth's concordance , but Im not getting anywhere , I need help to try and translate it...even a little bit.

...Michigan seems like a dream to me now...--Eddie Den , speaking to Roland, Jake and Susanna, of his old life in NYC, as a junkie.
