Apparently, Steve has enjoyed reading the Reacher novels, and it was a nod to Lee Child. So, kind of.

I saw the film with a friend who'd read every single book and was really annoyed they'd cast Tom Cruise in the role. When the credits went up at the end he grudgingly admitted that he was pretty good in the role and enjoyed the film.
Yes, it's a reference to the character from Lee Child's novel. Child, by the way, has a cameo in the movie, which I saw in-flight yesterday. I thought it was an okay action film. I've not read any of the books so I can't judge it as an adaptation. The one scene I really disliked was the one where
I was a little disappointed by Rosamund Pike, too. Having seen her perform so well in other movies, I found her lacking credibility a lot of the time.
